Christine M. Halley Bio
Mrs. Halley brings four decades of civil engineering, program management, and regulatory/permitting strategy to Cornerstone’s clients. A Penn State graduate (BSCE ’81), she assists in regulatory agency interface, strategizing on CEQA compliance, and assembly of permit-required plans and reports. She has proven herself to be an adept communicator of technical settings to a variety of audiences, including elected officials, agency representatives, and the public.
Prior to joining Cornerstone, Mrs. Halley was Director of EH&S and Regulatory Affairs for a mid-size California oil producer. She represented that producer as Executive Board member of the California Independent Petroleum Association and authored, along with key technical team members, the state’s first “Surface Expression Prevention and Monitoring Plan” under CalGEM regulations. In the 14 years preceding that, she worked for TJCross Engineers – A Parsons Company as Water & Utility Consultant, assisting industry clients in water management and permitting strategy. In the early 2000’s, Mrs. Halley was Utilities Division Manager for San Luis Obispo County, responsible for a team of 32 professionals in operating the County’s utility and water supply systems. Of particular note was Mrs. Halley’s years of participation in the $180 million Nacimiento Water Supply Project for San Luis Obispo, the largest public works project undertaking by that agency at the time.

Kent E. Halley Bio
Arguably among the most connected professionals in the San Joaquin Valley, Kent Halley brings more than 35 years of management, sales, and marketing to Cornerstone. But he brings much more than that. Kent holds a reputation for understanding client resource needs and drivers, then aligning the right professionals for the job. He has personally played a role in placing well over 100 professionals into mid- and upper-level technical and managerial positions. In doing so, Kent repeatedly succeeds in bringing top-notch talent into the Cornerstone team on behalf of our clients.
Educated at Rio Grande University in Ohio, Kent holds degrees in chemistry and mathematics with course emphasis in business management. Industry work includes U.S. Sales and Marketing Manager for Emerson Electric Corp in the 1990’s followed by a marketing manager position for Systems Measurement Services in the years following that. As principal at TJCross Engineers, Inc. in Bakersfield, CA, for 16 years, Kent forged engineering alliance partnerships with the area’s larger oil & gas producers. He carried on that role in the years following the acquisition of TJCross Engineers by Parsons. In 2018, Kent partnered with Derrill Whitten at Cornerstone and to date, Cornerstone has grown from a civil engineering team of seven to a multi-disciplinary team approaching forty.

Derrill G. Whitten, Jr. Bio
Derrill Whitten is the heartbeat of the Cornerstone team, having begun his career here at the firm in 1990. He anchors Cornerstone’s civil engineering and land development services and provides subject matter expertise to our surveying department. Unique among his colleagues, Mr. Whitten not only holds his civil engineering license, but he is also a registered professional land surveyor and a Grade V wastewater treatment plant operator. This rare combination of education (BS in Petroleum Engineering from University of Texas at Austin) and licensure brings well-rounded critical thinking to Cornerstone clients.
For a decade beginning in the mid-1990’s, Mr. Whitten worked for a consulting firm in his home state of Oklahoma and the City of Bakersfield Public Works Dept. Those assignments in particular blended utility operation and capital planning skills with his technical training. As a result, Mr. Whitten has been brought in to manage city-wide wastewater capital planning, treatment plant upgrades, street improvements, and campus improvements for community college district facilities. More importantly, he brings continuity and a family atmosphere to the Cornerstone team and to our long-time clients.

C. Steven Rodriguez Bio
Steven Rodriguez has worked in the energy sector for 14+ years both locally and internationally. He completed his bachelor’s degree with an emphasis in business law and marketing from Loyola Marymount University and his MBA with an emphasis in operations from Cal State University of Bakersfield.
He started his career in Bakersfield, California with a mid-sized artificial lift company, and since has held several leadership positions within the energy services sector in both Sales and Operations in Oman, Egypt, Romania, Colorado, Texas, and now back in California. Steven’s unique experience to business across the US and the world, gives him a well-rounded approach to our business development and commercial operations strategies.
Steven brings a passion to the Cornerstone team for not only serving customers and employees, but also a passion for operational excellence centered around safety and lean methodologies. He is a family man, rugby enthusiast, and his optimistic mindset allows him to continually attempt to improve his golf game.

Ian Lightsey Bio
A native of Bakersfield, Ian Lightsey’s interest in multi-disciplinary projects led him to pursue a career path in construction where he was able to gain experience supervising construction and fabrication crews in addition to traditional engineering and design staff.
After a decade of industry experience encompassing Public Works, Water Treatment, Department of Defense, Utilities, and Oil & Gas while spanning California, Wyoming, Colorado, North Dakota, and Texas, Mr. Lightsey brings a strong background in construction and EPC program management to Cornerstone.
Through leveraging technology and innovative project tools rather than superfluous project teams, Mr. Lightsey enjoys working closely with Cornerstone’s clientele where his focus on the end-user and fit-for-purpose approach to project deliverables continues to build on his multi disciplinary project background. A degreed engineer from Cal Poly San Luis Obispo with a competitive personality and team approach developed from his years on the baseball diamond, you will find Ian to be family-centric and an encouraging member of our staff.

Matthew J. Pearson Bio
Matt is a results-focused professional offering over 22 years of experience in the energy industry including upstream oil and gas production and utilities. He is currently leading the mechanical engineering and design team for Cornerstone Engineering, Inc., acting as Chief Mechanical Engineer and Technical Director.
Matt’s prior employment included nine years as a project manager and facility engineer for an upstream oil and gas E&P operator. The experience working in production operations has provided Matt with a unique and singular perspective on value engineering propositions, leveraged by Cornerstone to provide outstanding value to their customer base. Before his operations and production experience, Matt spent 13 years at T.J. Cross Engineers, Inc. as a mechanical design engineer and project engineer/project manager, culminating in management of a satellite office located in Ventura with a multi-discipline staff of 15 engineers, designers, and drafters.
Matt offers outstanding talent in all aspects of project management and engineering as related to energy, utility, and oil and gas production operations. He has continuous focus on ensuring on-time/on-budget project performance and is capable of carrying concepts and ideas from the basic framing and scoping stage through detailed design and execution. Matt is driven by new challenges and a desire to be exceptional in all endeavors.
