In the beginning of Cornerstone History the company was primarily centered on private sector work. But, with the merger of Frazier Engineering and Cornerstone Engineering ;and the leadership of Derrill Whitten PE PLS and Mike Boraks PE, Cornerstone is providing a new focus in meeting the needs of the Public Sector.
With a Grade 5 Waste Water Plant operations certification, Derrill Whitten is using his expertise in waste water in assisting cities in managing wastewater treatment upgrades and expansions. Facility planning, sewer master plans, CEGA plus and RWQCB permitting are areas where Cornerstone Engineering can assist your agency.
Michael Boraks, manager of the Cornerstone Engineering Oceanside Branch, has an extensive background with public works and rail engineering. From the Oceanside office, Mike is working with cities and school districts to plan and implement public rail, roadway, utility, and institutional improvement projects.

Transportation and Corridor Design
Cornerstone Engineering, Inc. engineers and technicians have had an usually broad range of public works and private development experience from the design of state highways for Caltrans and Federal New Start Rail projects to rural access roads and dozens of projects in-between these, such as improvements to prime arterial for various cities counties and agencies.
Water and Sewer Design
Cornerstone Engineering, Inc. has planned and designed countless miles of water and sewer pipelines ranging from four inch (4”) to seventy-two inch (72”) diameter. Most of our site development plans include fire line, water and sewer systems. We have designed high-pressure water transmission mains of over 20,000 feet and performed hydraulic transient analysis for water hammer control. Installation methods have included jack and bore, micro tunneling and other trenchless technology methods.
Storm Water Design
In storm water systems we have designed a number of systems meeting current Best Management Practices and have prepared many Storm Water Pollution Prevention Plans (SWPPP’s). We are very familiar with the storm water regulations and are aware of recent court decisions regarding interpretation of the regulations (Friend‘s of the Bay versus Caltrans, Port of San Diego, etc.).
On-Call General Engineering
In addition, we have performed on call engineering and surveying services for numerous agencies for over twenty (25) years, including County of Kern, Department of Defense, Oceanside Unified School District, City of San Diego, City of Carlsbad and City of Oceanside. We have been assigned every conceivable project such as repair of Tomahawk Missile Launch Pads, transmission tower repair & rehabilitation, structural repairs to bridges, repair of dry docks and
parking lot and oil-waste separator designs.
Site Development Planning
Cornerstone Engineering, Inc. has prepared literally hundreds of plans for a wide range of facilities, including planned unit residential, state office buildings , commercial centers, industrial park type projects, numerous school site plans for various school districts; YMCA facilities, drive-ins, auto dealerships, apartment complexes, etc. All of these plans included grading, drainage, utilities, and coordination with specialty consultants with respect to permitting agencies.
Hydrology / Hydraulics
Cornerstone Engineering, Inc. prepares hydrology/hydraulic studies for practically every project we undertake since they dictate the location and sizing of all types of drainage facilities. Over the past ten (10) years we have studied the hydrology/hydraulic impacts of more than fifty percent (50%) of the culverts under the railroad right-of-way from Oceanside to the Santa Fe Depot in San Diego. We have developed master drainage plans for various cities (City of Carlsbad and City of San Marcos) in southern California, including area wide studies of 2,000 acres and larger.
Water, Wastewater, Storm Water Paump Stations
Cornerstone Engineering, Inc. has designed more than thirty (30) such pump stations. Many of these station included standby generator and odor control facilities. CEI designed a storm water pump station for MTDB in the depressed grade section of the San Diego Trolley alignment through Little Italy. A recent water resources project included the design of three ground water extraction well systems fitted with standby generators, high lift and low lift water pumping stations and high pressure water transmission pipelines, water hammer analysis, etc.
Parking Lots / Adaretrofit
Cornerstone Engineering, Inc. designed many parking lots for Cities and other agencies throughout Southern California. All of our school site designs and commercial sites typically include parking lots. We are familiar with such issues as ADA, lighting, landscaping, storm water quality for the run-off, pedestrian and vehicle separation, entry and exit issues, etc. an egress issues, etc.
Initial Studies
Cornerstone Engineering, Inc. has prepared initial studies in accordance with CEQA/NEPA guidelines in almost every county in California including hundreds of Cities throughout the state. These studies all have typically lead to negative declarations or mitigated negative declarations.
Site Assessment Studies
Cornerstone Engineering, Inc. has participated in many site assessment studies for the location of emerging projects. Services provided included utility studies, title studies, boundary and topographic surveys, coordination with Phase I and Phase II hazardous materials assessment specialist, drainage assessment, biology, archeology, seismic/geology, groundwater hydrology, fiscal, etc.
